I want it to change- and badly.

I'll take 17 uc as we are on the course that leads to government change, however no dramatic thing will happen soon.

17 UC indicates successful development and progress. It is a time of rest and no trouble or blame. It is also about both following and acquiring a following, and about servant leadership, to lead is to serve. It comes after the hexagram of enthusiasm, which one might see as political campaigning. After a time of enthusiasm, people will follow.
So regardless of the partisan politics that win the day, you can comfort yourself in the knowledge the Yi says there will be change - successful progress for the better - in your country.

I wonder, why do you assume that it's your supposed 'opposition' who is restoring their energy? For me, all it's saying is that after making effort and being 'dedicated' (because, according to the oracle's text, it is worthwhile to be dedicated), that it's a good idea to relax and refresh oneself - whoever that might be.

Taking another approach, and looking at the imagery of the trigrams (the two, 3-line figures which make up the hexagram) - here you have thunder below, which for me describes you: you want change and you want it now! And at least as I read your question - you're not too specific about just what that change should be - except that it should be something different than what's happening now.

The upper trigram is Lake, which I believe represents the will of the nation, it's people. I think it is saying that the nation will change based on what it is people think will give them the most satisfying outcome, e.g if people are afraid, they seek someone (a leader, a belief system) whom will make them feel secure; if they feel needy, then they'll prefer whomever or whatever can give them what they want ....

So, I think the answer here is postitive, in the sense that you really, really want change to happen now! And yes, there will be change, but it may be based on people's desire to be content (or be based on their fears, wants, and desires) - and not necessarily on what you may desire, e.g. a desire for justice or a more peaceful society, etc.
