I would add that 21.Biting Through says there are real obstacles here and one might even have to go to court to resolve them. I wonder if you are being advised to take your issues up with your landlord and to be quite determined that the problems must be fixed? If the problems are not things a landlord is responsible for - like if it's not leaky faucets but noisy neighbors - or issues you wouldn't go to court over, still the reading suggests you have to be quite strong and determined to put things right. Not appropriate to just float along.
