The words are a Syd Barrett's collage of excerpts from the sentence, the image and the comment of hexagram 24 from Wilhelm's edition.
The song is from Pink Floyd's first album, "The Piper at the Gates of Dawn", where a poet was still bright...

Wondering why 16 has made no apppearance yet ? Maybe its all 16 as Wilhelm says
