Help with a reading Hex 21 Unchanging

As I am new to the iching and Clarity, I thought I would humbly ask for your views on interpreting a reading I did sometime back. I asked:
What is my mission/purpose in life and how should I attain it?

I got Hex 21 Unchanged- Shih Ho

Strangely enough, I am involved in civil proceedings at this time, which I began soon after I did this reading.

Any ideas how 21 should be interpreted?

1) what is my purpose in life?
