Lately, the tenants have been bringing guests with some living with them. They have been losing and/or forgetting keys from time to time. In addition, the guests have been smoking everywhere and leaving beer bottles everywhere, even breaking them on the neighbor's lawn.

9 speaks of some things will happen.
Is it sayig that they are in a pit that very little will be done?
