What do you need to be doing to improve your current situation?
I think 10.4 is urging you to speak up, so who do you need to speak up to? I'm guessing it's to your husband, like is he aware of how unhappy you are in your current situation or do you feel you can't speak frankly, like you're treading on the tail of the tiger when you're with him?
Solare, you've gotten some good specific advice from people, including the above which I like too. Since you are dealing with some 'big picture' aspects of your life - relationship and sense of place - I'd maybe broaden the 'marriage counselor' advice to include any counselor or therapist you feel comfortable working with.10.6 Help from the ancestors could be advice to get help from people older and wiser. A marriage counselor? Your actual parents?

You're talking about steps, and so is the answer.
10.4 is about being extremely cautious with a dangerous individual or situation. If this is your husband, make plans in secret to escape, and be careful how you speak to him.
10.5 means taking a decisive and dangerous step. Expect problems with him no matter what.
10.6 means that the steps are finally over but the danger of previous omens persists.
19 is about taking your life in your own hands, taking action - while fore-arming yourself for further misfortunes. So sitting back, doing nothing and trusting the universe will not work. Think strategically and take action to improve your life.

I don't know if I can offer any specfics. Hexagram 10, for me, is about how we make our way through the world/our lives, and it suggests that the how of how we do that is more important than where we tread. And if done right, even to tread upon the tiger's tail - or some difficult situation - can end well.
In your reading the three top lines 4, 5, 6 are moving. So, just looking at the image create by those lines - called a trigram - you have heaven (three solid lines) moving or changing to earth (three broken lines). This suggests to me that you might be too much caught up in your thoughts about your situation and that the best way forward is to take some 'down to earth' action. (And to be clear, I am not at all saying this 'is all in your head' - only that you might be caught up in your thoughts - including your fears- so you are not able to take any action.)
So - at the risk of being contradictory - maybe a first step here is to sort out what might be the best, next step for you: do you think you can work on your troubled marriage? And if so, how do you start? Or, do you feel that you need to leave the marriage behind? And if so, what is the next step to take? Or, would it be best to try to figure out what would make you feel at home in your new town? And so forth ....
The image of the related hexagram 19, could be seen as showing a deep joy, but that you need to access this through your actions in the world (upon this Earth).
