Difficult to say when. Perhaps it means you shall meet with simeone introduced to you by someone you know. Let someone approach you with open mind and without expectations? I hope others can give you clear advice. But it sounds ausicious as you say. Good luck.

I confess, I have never had much luck with time-related questions, did not get any sensible answers for anx of them
Which makes certain amount of sense to me, as the answer to the When question often much depends on the actions that you perform to achieve the "When" So, depending on what you do or not do, its might be faster or slower...
Looking at your reading I get the same impression, that it is telling you how to go about creating that good fortune you enquired about.

Hex 11 in general says that this is possible.

Line 1: Are there fears or baggage that needs to be removed before you go along to a happy relationship? That may be the image of grass that is being pulled up, and bringing soil with it...

"When" can be a function of time; e.g. When? in 6 days, or 6 months, or 6 years, or ....

It can also be in response to doing; e.g. when you finish cleaning the dishes and picking up your things, THEN you can feel good about inviting friends over to visit ....

For your question, I wonder if ‘when’ is related to the latter, but it is about internal changes (not necessarily external ones): you will (or will be open to) wed 'when' you have "pulled up thatch grass and its roots" - perhaps when you sense how being wed is a kind of "uprooting" and one's "roots" (family, history) are part of the deal (line 11.1) ....

And when you can "embrace wilderness, and cross the river without a boat ...."; perhaps once you can accept the 'wildness' (emotions, uncertainty ...) that you must face alone - without a boat (line 11.2) ....

And so forth ....

And perhaps 'when' is also a function of when you are ready to have - and let yourself experience - "happiness and supreme good fortune".
