Does anyone have any insight into what 28.1 and 28.2 might be saying as relates to how to approach a relationship? The resulting hexagram is 49, Revolution. A lot of change on the horizon, but very little action is necessary to usher it in?

The first line is calling for caution in how you deal with your partner, it is advising you to think very, very carefully before moving into action, so take your time because if you get it wrong then it all goes out the window.
The next line says that if you get it right then you can expect a rejuvenation of your current relationship, it will go well for the both of you.
So, line 28.1 tells you how to approach your partner, so listen to that advice and then the result will be line 28.2. Its so easy to fall in love.

28 tells you that you really need to get out of this oppressive inner state of mind.
Let the weight off your shoulders, slowly and carefully. 28:2, there will be a renewal
in your relationship. 49, let go of the old, most likely of an old way of thinking. See
things in a radically different way. It sounds like a positive change lies ahead, and
the best thing you can do at the moment is try to breathe a bit more freely, and try
to be positive and see the whole thing from a new angle. The balance needs to be
redressed between you and your partner.

I just received the same hxs to a question about a new development in my courtship with a potential employer. (28.1.2. --> 49). Its funny how the interpretation is so different depending on the situation/question. But that quote above-- it very much applies.
