I see this in a totally different manner, but anyway here goes, in case it helps.
This reading shows you precisely what is leading you to "unstable situations"
(shocks - and I know you've had more than your fair share).
What is leading to shock is:
38 - estrangement from people, and two changes, striving to overcome the estrangement.
38.2 - an informal ("indirectly and not in public") meeting with the estranged person. Playing it cool, not making a fuss. Tuck Chang says that although the alienation is not created by line 2, line 2 is the one who tries to eliminate it. Sort of rings a bell :-/ Line 2 is "not at fault".
38.6 - line 6 is "worried and nervous, as well as vigilant". It's a lonely line, and also the line which is designated to end alienation, even though this seems impossible. Please note here that the line which line 6 should be "mating with" is line 3. NOT line 2. In your cast, line 6 is putting all its efforts into the wrong person. You probably have a very bad opinion of whoever is "line 3" in this reading, and you're not even bothering to go towards that direction.
Hidden line is 21.6, someone who truly doesn't get it - no matter how much they're punished, they still persist. I can't really tell if this is you, or The Deaf Unruly Ones, or both, or someone else.
Overall I'd say your efforts to eliminate alienation are targeted towards the wrong people.
