I think for the most part the idea is fairly clear, but what may be causing anxiety or perplexity is the 6th line. The first and the third line show a great deal of promise. And I think those are the key lines. The commentary on the first line says, "There is a spiritual affinity with the rulers above, and this solidarity creates the confidence needed to accomplish something." The rulers above could relate to the sixth line, while, not being the ruler of the hexagram, still is the very top of the hexagram, and indicates a power "from above." The commentary on this line I do not think is significant. The third line also indicates the ability for this relationship to grow without much trouble, at least for the foreseeable future. The third line also corresponds to and relates to the sixth line. The third line is yang and the sixth is yin, indicating it is possible for them to relate.

Hexagram forty one indicates decrease, but that is not necessarily something bad. In fact the judgment says, "Brings about supreme good fortune without blame." I think you have a good potential and opportunity here for the foreseeable future.

I was mulling over this line a few days ago.
Line 3 say pushing up into an empty city ...

there is not much there for me or the conditions are not there yet ?
