Wilhelm advises in the Image of 6 that rights and duties need to be agreed to in the beginning, then there is no Conflict. Thus as a response to your question (I’m assuming you were asking for the IC to give you a picture of the relationship?) I think it’s saying that’s where your problems are coming from. You don’t know what the agreements are - Lovers? Soulmates? Friends with benefits? - and the lines underscore this.
31. can be seen as acknowledging that there does seem to be a mutual attraction here. Perhaps this can encourage you to make clear what your needs are.
