arson last night - shall I move out?

due to financial and housing difficulties I am forced to live in a cute but not that safe neighborhood. the area never had any bigger problems until two months ago someone set a fire to the bins next to the apartments and one car caught fire too. This was a good dozen of meters from my flat. Last night around 2AM a sudden spike of fear made me wide awake. As I sleep on the other side of the ground floor apartment I curiously went to the living room to check if all was ok and a sudden sound of crackling fire and smoke hit my nose. I ran to the front door and saw a car burning on the right side belonging to my neighbor. Looks like the arsonist hit again this time I could literally smell the fire. It was scary. I asked how should I behave facing this event and got hexagram

21.1.4>23

it is interesting to receive the same hexagram twice (23) and depending whether the second hexagram depicts future or depicts current relating situation I would interpret it differently. if it is relating it means that the worst has passed, but if it tells the future then something worse will happen (another fire, this time of apartment doors? break in?) after that I asked if I should move away in May when my lease is out

hexagram 8.5>2

this sounds somewhat positive maybe it depicts story of sharing with other people as I am not able to afford anything closer to the city on my ownor shall I stay here for another year?

hexagram 23.6>2

this is saying that the large fruit is not eaten but says the evil brought his own demise, so it also sounds okay like a new cycle starting?

How you should behave?
21.1 You can't move out immediately.
21.4 You find something very positive.

23. Splitting apart.

I think 23. is saying you should assume you are going to move but 21.1 (and your lease!) indicate you can't do so immediately. 21.4 makes me think you should start looking for a new place as it may take a while.
So I think your attitude should be that you are intending to move. Whether you actually will or not wasn't your question so perhaps the I Ching is just giving you advice for how to think about this situation in your own mind. By thinking "It's only temporary" you may be able to handle this for however long it takes and meanwhile, who knows?, maybe things will get better!

8.5 - 2 Sharing a flat but you don't know the people yet (8. Union but 2. can indicate silence)?
23.6 - 2 Staying in your flat for another year. Again with the second hexagram 2.

That 23.6 - 2 makes me think you need not stay where you are for a second year but it also suggests there maybe something positive or useful to be learned, gained or experienced where you are now.

thank you I am wondering how this will turn out as I do not really have any means to move (financially and economically due to the crisis here) but this place doesn't feel safe anymore

I meant is there really no way I could stay where I am as both my financials and my health dont really create a good foundation for looking and moving

As you aren't in a position to move - 21.1 - I think the I Ching is encouraging you to look at what's positive in your current situation for now - 21.4 - with the idea that you may 23.Split eventually. That is, you're not told you MUST stay, but obviously you have to stay for now but it's probably good for your mental health to fantasize that you will move eventually, whether you do or not.. In other words, "You can't move now so make the best of things but you should assume you will be moving eventually. " Of course, with that calm positive attitude you may find you decide never to move but for now there doesn't seem to be anything here that says you are in danger of that you should get out immediately (no 5.4!)

I have read again the 23 line 6 Top 9: The big fruit is not eaten. The noble one acquires a sedan chair, the small man strips the hut.When everything is destroyed, it is the end for a small mind. A great spirit sees an opening for something new, unexpected. There is always the untouched fruit: that faith or inspiration or creativity which brings about new life. it doesnt sound too bad to me, like a beginning of something new - maybe I will be able to sublet one room in my current place? This was my initial plan for the new lease

I asked if I should stay for another year, so it says about ''new beginning'' rather than ''problems''
