What does it mean when the only changing line say" if the change be comtemplated, have been three times fully discussed, he will be believed?

Big changes require forethought. Once you've contemplated something thoroughly (3 times) you will believe in the change, and therefore, it will be a change for the better. Its unlike shooting from the hip, which relies mainly on developed motor memory.

...Or if you are thinking of a change in the way you relate to others, then you will need to talk it over with them, practice the changes in words before you make them in practice. Then they will bring blessing. Setting out by yourself to just 'make it happen' without preparation does not work, and could lead to a very nasty mess.

I was just thinking of the trimesters of pregnancy and how it could relate to the "three times" in 49.

"The 40 weeks of pregnancy are divided into three trimesters. The developing baby is called an embryo for the first 8 weeks, after which it is called a fetus. All of its major organs develop in the first trimester. In the mother, nausea and vomiting are common, especially in the morning. The breasts may enlarge and become tender, and weight begins to increase. The second trimester fetus is obviously human and grows quickly. The mother?s pregnancy is noticeable both externally and internally, as she can feel the fetus moving. Her heart rate and blood pressure increase to accommodate the needs of the fetus. In the third trimester, the fetal organs mature. Most babies born prematurely at the beginning of the third trimester survive, and their chances increase dramatically with each week in the womb. The pregnant woman finds herself easily hot and uncomfortable by this point, and sleep, while even more important now, may be difficult."
