I'm smitten with someone and I wanted to know if he felt the same.

This is a very positive line and I believe that this is the Yi saying "Yes, he feels the same"

It appears the IC is telling you that a union is probable, and that it might not be developed fully yet, but if you persevere it will turn into a good union. Also, the IC said to ask again, so obviously it wants you to ask again cause it has more to tell you regarding this possible union. Also, it mentions a gift, so make sure you show up with a cake or something casual.. everyone loves getting things, and things you can share are a good idea.

It appears if he doesn't like you as much as you like him, he will soon, cause you're gonna persevere right?

45 is about gathering together, and 8 is about uniting around something. I'd say that either the Yi is answering your yes/no question with a 'yes', or it's saying something like "getting together with this guy is a really good thing to do".
