financial analysis position 63.1.3

I asked the Yiching about the chance of getting this financial analysis position with the health department. After casting, I got Hex 63.1.3 with N64. The final changed hexagram is C8 with N23.
Reading the Yiching text (which I am not very good at it as there are so many metaphors involved), my understanding is that I shall not be successful in getting the position (after much effort - N64) because I am dealing with unvirtuous people (unrighteous and discriminatory?). The text also speaks of caution (I don't get this - be cautious of what? The text didn't say). Am I right in my interpretation? What's your take on it?

C8 N23 ? Is it a postcode ?

63.1.3 goes to hex 8. Maybe N=nuclear ? and C= relating hexagram but why call it 'C' ?

I think perhaps the decision is already made it's just a question of finding out by asking.

Line 1 in hexagram 63 says you manage to stop at the right moment and line 3 indicates great fatigue, so this financial analysis position is not looking good.
