How to improve sales: 51.1.3 - 62

I own a small creative business and sales are very low, they’ve never been so low, so consistently. I asked what can I do to increase sales/income and got the following answer:

51.1.3 - 62

My interpretation of the advice lines, one and, three are
1: this sense of shock around the lack of sales will improve once there’s improved structure in place?
3: that this feeling of shock and worry, needs to be used as a motivating factor.. ?

I understand 62 as attending to the small details with a methodical approach..?

I’m not quite sure how these lines answer the question: what should I do to improve sales, I think I see it generally as using the shock as a means to create order which will improve things… would appreciate any input.

Is it possible that a surprise sale might work, like two for one. Line 3 appears to advising you to act on something.

62 Do not go overboard.

To create a sale, you need to let certain people know. Do you have an email list?
People exchange money not because they want to, the do it in search of value for themselves.

I am thinking because of 62 like a mini campaign to fill in the loss.
Hexagram 62 to me is like a bird do not fly to high or dont fly to low which could make sense if I am reading this right.
