My ex is very manipulative and ever since I made the decision to part ways, I feel he's been trying to get back together with me. I also found out he was following me around in order to try to manage and control my every move.

The Abnormal behavior you describe

Second this. The Wilhelm commentary I read as: he is waiting for an opportunity to act without consequence.

My personal advice, make sure people you trust know your concerns about this guy. Do not communicate with him and do not allow him to know anything you are doing.
