Sequence of the hexagrams in Taoist I Ching

I started re reading Thomas Cleary's translation of Liu I MIng's commentary of the IChing ,The Taoist I Ching.It main focus is on explaining the hexagrams in its specific configurations of Yin and Yang but it also presents the commentary of the hexagrams sequence not correlative to one another (i.e. 4-5-6-7 etc.)but from odd to odd & even to even.For example #17 following #15 or #10 following #8.I find this to be very interesting for its implications;1.this will show two sequences running parallel to the received sequence. 2. it will show a development of events not in terms of complementarity but in terms of singularities 3. By stating the sequence of the odds separate from the evens if further solidifies the importance and relevance of the pairs,a kind of bonding by differentiation if you will.

Does he arrange the chapter sequence of Dao De Jing from odd to odd & even to even too?
