I'm planning to move in a couple months, but I don't know where to go. I have few commitments holding me down, except close friendships which I'm nervous to move away from. I could move to another city where I know some friends, or to Mexico City, where I don't know anyone.

My exact question: Should I move to Mexico City?

Answer: 25, Without Entanglement > 4, Not Knowing.

The changing lines are 1, 2, 4, and 5.

'Without Entanglement' makes me think of my fear of leaving the community of friends I have here. Perhaps I'm being encouraged to let go of this fear. Or there is creative power or possibility in striking out alone.

I don't know what to make of 4, Not Knowing. Perhaps the oracle's telling me to stop bothering it. Or there's no use worrying over the decision; I can't know what's best for me until I try it out. Or perhaps there's something to be gained from a state of not knowing--moving to a new place with new contacts

I think you are being advised to give more thought to what you are looking for. 25-4 sounds like you could spend a lot of time and resources wandering around. Okay for a vacation but not great for putting down roots.
Are you aware of astrocartography? It uses your astrological chart to give you a map of the world showing you how your life would be in any location.

Thanks for both of your replies! Both of your interpretations seem plausible, and not necessarily mutually exclusive.

I hadn't heard about this until now, thank you! Interestingly, it looks like where I live now is an "at home" place on the map, intersecting with my moon. Mexico City intersects with my Pluto line.

Ah! A Pluto line! Pluto is the planet associated with complete transformation so combined with the hexagrams for 25. Innocence and 4. Inexperience I'm seeing the reading as emphasizing a place where you would be making a fresh start.
