line 3: They (terrorists) will be a source of constant trouble, keeping their enemy (the world) from being able to relax.

line 4: They will remain just out of reach, never coming fully out of seclusion, never completely exposing themselves as one defeatable group.

61 (relating): They will not be eradicated entirely through war. Those remaining will eventually tire and come to terms with the rest of the world - through the influence of inner (universal) truth.

But you've caused me to think about it a little more. 61 also speaks from center to the center, core to core. Since it's unlikely to reason with the central leaders (of terrorists), it may be that once these leaders are defeated or captured, one-by-one, the will of the troops may be reached through the collective world influence to give up the fight.

This also correlates with lines 3 and 4 in the relating hex of 61.

I have a slightly different take on it, but remember: politics are alien to me.

Hex.1 is about drought. The noble one is the farmer, who needs the rain. The rain is here the ending of terrorism. Drought itself cannot be attacked, one can only do things to ward off its effects, or ask the shaman or dragon to dance for rain.

1.3 The farmer should go about his business as good he can, sowing, weeding, planting when the time is day, and taking care, defending, be alert when the time is night. Use the day to build up life, making it strong so it survives drought, and defend yourself in dark times against drought, or against terrorism.
The fanyao (10.3) says to act only within one's abilities. Do not step on tiger's tails when you are not sure you can win.
#1.4 is about the dragon who can stand or jump or dance in the abyss: the region behind the horizon, where the abysmal waters are. He can reach the source of the rains because he knows no fear. Fanyao is #9.4: if you are true to yourself and to what you do, fear will leave you.
Only the fearless dragon can bring rain, both to the farmer, and to the terrorist.

When the noble one is a real good farmer, he will survive drought, and he will be able to sustain his family, the family of man. When he is free of fear (free of preconceptions, hate, enmity), he will be able to reach the source of rain, making an end to drought not only for himself but for others too.
Because the drought of terrorism is caused by drought. A man who has no means to support his family, who loses his pride because his children die and he cannot feed them, will become a terrorist.
When the noble one can spread the rain over the world, terrorists will become proud farmers.
