Will my admin request be accepted? Hex 9.1.4.6 to hex 28

Hello community,
I wonder if you can help attaining clarity here: I have to make an administrative request to state officials (I live in an admin obsessed country at the mo), result of which is very important to me. The law as it stands makes the result ‘up to the common sense of the official you speak to’ which seems very unsettling to me. I can’t see the woods for the trees…
What do you make of the resulting hex 9.1.4.6 to hex 28??
Insights gratefully received.

It seems to me you will make it as long as you are careful and don't push for more certainty on something that cannot yet be given (9.6). This looks to me from 28 as if you don't have a lot of choice, you have to apply for this. 9.4 is very reassuring here.

Thank you Trojina. I thought I’d post on the result: Yes, I did obtain what I wanted! In fact, I received a text message on the last day for an answer to reach me (officials have 30 days to respond to request by law), asking me to pick up their notification of decision…and the official decision was a month old, dated of the day after I made my request but had been addressed to the wrong surname hence was returned by the Post Office as ‘undeliverable’ 🙄
So… in hindsight, it ‘could not yet be given’ as in hexagram 9 ‘a weak force can restrain a stronger one’, referring to unfortunate clerical error 😊
