My girlfriend and I have been worried about a place to take vacations. Cancun is an option. But there are some rumors about problems in migration.

I read this as advice to have a travel agent or someone familiar with the area to help you plan your trip or at least to spend sometime planning it rather than just assuming you’ll be able to make connections - hotel reservations etc. - when you get there.

This reading has more sense. First image that came to my mind about "demon country" was about something bad. However have more sense, like you said, that is a reference to the lack of connection in a strange country; it's better to have a travel agent (a high ancestor).
