What is the Well here? Usually on receiving 48 we have to think about what well where ? The well will be some source of supply, water, that which brings life. People settle where there's water, that's what ancient people's did. The warning is if the rope breaks or the jug leaks - that is when the water cannot be reached.
Supposing the water here is the affection and joy and attraction between you? Well it might be there but if no one has the means to reach it then it may as well not be.
If he hopes for anything at all he will need to communicate it to you otherwise nothing is happening. You both need to work on this to make this well function as a source - it's not going to happen without the two of you putting something into it.
Generally the question you asked is problematic as it's trying to mind read. You are better off asking what you can expect, always basing the questions from your own POV. That way you can understand the answer better.
Also more literally could he be thinking of leaving and going to find work elsewhere? The well is a resource people go towards like a city is a well for work.

And that's turned out to be true. But it does take effort and work to keep things flowing clear.
So... your question is a bit unclear... but perhaps that's what it's hinting at? Like Trojina said: what's the water here? What's the jug? What's the rope? Look for those things and see what might be amiss.
(Personally, Hexagram 48 is one of my favorites regarding relationships. I feel like its symbolism is extremely clear.)
