Presumably you'd report to the police to 'tip them off', that is like using beaters, directing them towards the school. They'd be shepherded that way but it may not mean that they'd do anything though there's a good chance it would have some effect. The same chance as when the king users beaters on 3 sides and lets the ones in front go. The beaters 'round up' the game just as police potentially round up criminals - or do what they can, they won't get all of them. They might easily say to you for example 'Thank you for the information there is only so much we can do' which is standard but it's still worth it if it potentially saves one child's injury isn't it? Yi leaves it up to you to weigh that chance.

That's pretty much how I felt regarding the initial reading about reporting to the police. Just share the information and leave it to them to investigate.

I Ching aside, I hope you inform the police and also the superintendent of the district. Put your concerns in writing and follow up with an in person visit. If you get brushed off then go to the next person higher up. My experience has been that the higher up the authority is the more they want things done right where as the lower flunkies are just trying to keep everything quiet.
