before the 4 nights it was going well, attaching together, incredibly intense, difficult, draining but often felt lovely, warm, full of potential. Agency may decide to remove her. Partly I would feel relief at this. Mostly guilt. I am still reeling from the shock of 7 intense weeks and then the drama of abuse.

I take issue mainly because you are entirely - and somewhat arbitrarily - changing the reading that Roma77 got. Then again, if this is your way of dealing with multiple moving lines ... then that's how you've decided to work with many moving lines.
But even with Hex. 2 - it is about caring, and it is also about making things real, and dealing with situations in a down-to-earth way. And Earth can only work with what it's been given to work with. Roma still has to weigh - and make decisions - about how caring he/she can be, versus what is going to actually work in their situation!

Only 16.6 and 1.4 are considered. These are the relevant changing lines, with the later being more potent .... 16.2 ... is therefore the only irrelevant line
According to Alfred Huang, who wrote The Complete I Ching, in the case of a Gua (Hexagram) with more than 1 moving line, not all moving lines are to be consulted. The rules for consulting a moving line are:Why should I only consider these lines? And what makes any of these the 'more relevant' or 'only irrelevant' lines? This all feels like something you've decided for yourself - sort of self-fulfilling.

You are correct, and for good or ill, I tend to jump to the Yi telling us what the situation is AND advising us on how best to deal with it - and I often see/find this latter part ('what to do') in the resultant trigrams (but also the words) - which in this case include trigrams Heaven above and below (Hex 1).The question was, "What is happening?" not "What should be done about it?

PS - as an aside, I looked at the divination-dot-com website. What Paul O'Brien is offering is his 'interpretation' of the Yi, not a translation: he completely removes the words and images from the Yi, and instead replaces this with what he thinks it means (or should mean), but not what it acutally says (words) or shows us (through images).
I personally find that very suspect - I want to see and taste ice cream; I don't want Paul's description or opinion of what it looks and tastes like.

Hexagram 16 is called enthusiasm and hexagram 1 is potential. I guess the reading shows the potential of a disorder that affects emotions- hyperactivity? Autism?

No matter how seemingly dramatic and dangerous your circumstance is - the Ching has returned with Enthusiasm. The hexagram as a whole communicates a blasé and often offensive "cheer up".
16.6 demands our attention. Fostering a child is extreme karma. An altruistic act that cannot go unnoticed. Having initiated this action demands responsibility. Regardless of context: contemplating handing the child back over shows deluded enthusiasm towards the task which was undertaken.
There will be more outbursts from the adopted child. They will be as rhythmic in nature as the troughs illustrated above. Parental guidance is required to develop youth. Who are you?
