[29 line 5] This signifies that it has reached what is level. Fuzi says that the excess of Yanzi, which is without form or clarity, is "incipient in its degree," indicating that "it does not extol regret." If an excess does not yet have a form, and one is already modifying it, how could it be a source for regret? As for those who are incapable of centrality without exhortation, but whose desires do not overshoot the statutes, theirs is a case of excess. Nonetheless, they are enlightened and firm, and this is why they do not taste the failure to recognize anything that is not good. Again, as the yi is rather literal, I would avoid reading too much into this over a vague and unclear query. Will there be nuclear escalation? Well, what kind of escalation? We could argue it already has escalated into the nuclear arena with Putin's threats many times.
Too vague, and yet indeed it does indicate the state of Putin's decision making process.
But what is really going on here?
To me this taps into the big question as to whether a line indicated by a 6 or a 9 is actually changing, or is merely activated and involved in change.
So above we have this idea of 24 becoming 2 when line 1 changes from yang to yin.
However, this hexagram is all about the return of yang at the bottom, at line 1. So why would it be changing? What would cause it to change? Perhaps in its activity we are given guidance on how to navigate that change rather than a verdict that it is inevitable.
The line statement reads: It returns from not far away. It does not extol regret. There are primacy and good fortune.
The Yi River Commentary appears to explore this a bit:
So here we can see that the perspective of active change vs inevitable change is supported, in the notion that the line's change engenders a return from mistakes if one does not stray too far from the correct way of things.

Here is a key line for gauging Putin. The line is clearly in allowance of those who stray from what is right and need to be strongly urged to step back into line, and this too is considered 'returning from not far away.' The question is whether or not his desires will overshoot the statutes, whatever those are. My read is thresholds that once past cannot be returned from.
Again, this indicates that there is room for navigation within activated lines of change before we move beyond their thresholds into - in this case a yang line turning to yin by fully using up its yang energy - a shift of polarity. And the hexagram itself indicates the proclivity of these thresholds. In some cases it is easy for a line to transform, in others - like this one - it is not so easy and one has to really go beyond the proper measure of things to do so.
So will Putin do that? IMO the answer is suggesting that there is yet room for correction, for the yang line in hexagram 24 is a powerful and potent energy that is not easily overstepped.
In conclusion I would take the Forest of Changes lines to indicate what happens when this line does capitulate, but overall that we are not there yet and there is room yet for a return from not far away.

There are no horns in 13.4 in the I Ching.Ru was unable to connect it to their own grid (As Ukr had upgraded & switched their national grid to the EU grid) & cannot steal any energy from it now, ZNPP is now *taking* energy from the grid, so this extortion broke another 'horn', I would say
